This is "Night Attack on Sanjo Palace", also known as "Burning of the Sanjo Palace", one of my favorite Japanese paintings.
This particular painting is part of an excessively long scroll that chronicles the entire event during the Japanese feudal era, where the battles between the Taira and Minamoto clans led to an attack on Sanjo Palace (usually pronounced Sanyo).
It was a bloody battle and a bloody awesome painting.
